Dallas Clinger
President

Dallas Clinger is president of the Idaho School Boards Association.  He was born in American Falls, Idaho, where he grew up on his family farm.  He graduated from Idaho State University with a degree in Accounting.  He has served on his local school board since 1992.  Dallas has also served on the state board of the Idaho Society of Certified Public Accountants.  He currently serves on the state board of the Idaho Hospital Association. 

Dallas is CEO and Administrator for the local 10 bed hospital in American Falls.  He and his wife Brenda have five children and four grandchildren.  His hobbies include backpacking, riding his Harley and spending time with his family.

Karen Echeverria
Executive Director

Karen Echeverria joined the Idaho School Boards Association in November of 2007.  She was originally hired to act as ISBA’s lobbyist and took over as their Executive Director in February of 2008. 

Prior to joining the Association, Echeverria worked for the Idaho State Board of Education (SBOE)  in the area of governmental affairs and office operations.  During her years with SBOE, Echeverria worked extensively with the legislature, especially the House and Senate Education Committees and the Joint Finance Appropriations Committee.  Working with the Board, she established a strong working knowledge of education from Pre-K to graduate school. 

Echeverria also worked as the Idaho State Administrative Rules coordinator for nearly ten
years and has extensive knowledge and experience in the administrative rule process.  She continues to teach CLE classes on the topic and is often called upon to testify before the legislature to clarify proceedings.

Karen’s extensive experience is a benefit to the ISBA and will move this organization to the next level.
