Tom Blankenship
President

Tom Blankenship, president of the Kentucky School Boards Association, has been a school  board member with the Lincoln County Board of Education for two separate terms. He served his original term from 1977 to 1993. His second term began in 2001; he currently serves as vice-chairman.

Tom also serves as a board member of the Kentucky School Boards Insurance Trust. He’s a native of Lincoln County and a graduate of former Crab Orchard High School and Eastern Kentucky University. Tom is a farmer and retired educator. 

William G. Scott
Executive Director

Bill Scott joined the staff of Kentucky School Boards Association in April, 1995 as Director  of School Safety and Student Support Services where he assisted local boards in assuming a more active role as student advocates.  During his tenure at KSBA, he has also served as Associate Executive Director where he coordinated state-level partnerships, personnel, operations and student support services. He became the Executive Director in July, 2005.

Prior to coming to KSBA, Scott served as the Interim Director of the Center for School Safety (CSS) at Eastern Kentucky University. He also served as the Director for the Division of Student/ Family Support Services at the Kentucky Department of Education where he oversaw the fiscal and programmatic administration of a wide range of resources for at-risk students and their families.

Scott received his Bachelors degree in Political Science and Master's degree in counselor education from Alfred University in upstate New York. He also earned a Master's in Social Work at the University of Kentucky.
