Gary Bauer
President
During his 17 years on the Carroll County Board of Education, Mr. Bauer has served as vice
president (1999, 2003, 2006) and as president (2000, 2004, 2007). In addition, Mr. Bauer has served on many state committees including the Family Life and Human Sexuality Committee, the Council for Education that is Multicultural, the Mathematics Commission (l999-2001), and the K-12 Assessment Advisory Council.
Mr. Bauer, who became MABE’s president in October 2011, served previously as a member of the MABE Board of Directors, from 2004-2006. He has also chaired the Legal Services Association’s (LSA) Board of Directors. LSA provides legal and policy services to local boards of education and school system staff in Maryland.
Mr. Bauer is also a Trustee of the Association’s Group Insurance Pool which provides liability and property coverage to participating members. In addition, Mr Bauer also served for several years as the chair of the Federal Relations Network for Maryland, part of the National School Boards Association’s lobbying efforts in Congress.
A member of the Executive Board of the Maryland Association of Supervision and Curriculum Development (ASCD), Mr. Bauer is responsible for communicating to district representatives of ASCD information about issues involving educational legislation at both the national and state levels.
Mr. Bauer is married. He and his wife have 2 children and 3 grandchildren.
Dr. Carl W. Smith

Carl Smith is no stranger to public education in Maryland. Smith earned his Master’s and Doctorate degrees from the University of Maryland and spent the largest chunk of his career working for Montgomery County Public Schools. During his years in Montgomery County, he held a variety of leadership positions including classroom teacher, high school and middle school principal, area office director, executive assistant to the superintendent, and associate superintendent of human services.
In l991, Smith became superintendent of the Brandywine School District in Delaware. After four years in that role, he became an associate professor of educational leadership at Bridgewater State College in Massachusetts. In addition to his teaching responsibility, Smith served as program coordinator. In l996, he was instrumental in creating a partnership between the College and the Massachusetts Association of School Committees to support the work of local school boards through professional development.
Carl and his wife reside in Columbia, Maryland. They have three children.
